The employees in the social administration and the school administration experienced both obstacles and success factors in the collaboration. Obstacles mainly consisted of organizations in human treatment not promoting collaboration and that the vertical structures in which the employees worked were not particularly conducive to performing good collaboration. They also talked about looking for a structure that made the collaboration flow, but from time to time it were difficult because there were no common guidelines. The informants described how they had different perceptions of how laws were used in daily work and that the social services had a more active role in achieving collaboration. The informants' experiences of the collaboration were that it met the user's needs in cases where the collaboration worked well. Finally, the informants from both administrations said that they wanted closer and more personal contact with each other to make it easier to enter into collaboration. (Less)
