- With the anticipation of creating higher efficiency and quality improvements, market
mechanisms have been implemented in various public sectors in Sweden. Since the 1990s,
outsourcing has been used in elderly care, and the proportion of private provision of special
housing has increased. Regardless of ownership, the public authorities are responsible for
ensuring the quality of these homes. When elderly care is contracted to private providers,
quality is thus regulated by public actors. Yet, quality measures that are “soft” have proven to
be more difficult to monitor. Whether requirements on quality are met is therefore hard to
determine. This may cause stronger incentives for private providers to deliver lower-quality

services. The purpose of this study is to investigate quality differences between public and
private providers of special housing for the elderly by analyzing panel data on the Swedish
municipalities from 2012 to 2019. The results show that the proportion of privately owned
housing has no significant effect on the quality of social activities, the elderly's influence on
services and the overall view of the home. However, there seems to be a small negative
correlation between the proportion of private ownership and the staff's ability to have enough
time with the elderly. (Less)
