The aim of this study was to examine how primary care social workers discretion and professional boundaries constructs in interaction with the primary care organization. More specifically it exami- nes which legal, organizational and relational factors affects their work and how their professional boundaries appears. The result was conducted through interviews with nine primary-care social workers and one trade-union representant in southern Skåne, Sweden. The aim of this study was to examine how primary care social workers discretion and professional boundaries constructs in interaction with the primary care organization. More specifically it exami- nes which legal, organizational and relational factors affects their work and how their professional boundaries appears. The result was conducted through interviews with nine primary-care social workers and one trade-union representant in southern Skåne, Sweden. Four themes were identified: legal and organizational framework, primary care social workers’ manager, internal cooperation and external cooperation. The result was based on two theoretical approaches: Michael Lipsky (2010) and Johnsson et als. (2012) theories about discretion and Liljegrens (2008) theory about professio- nal boundary work. The result shows that primary care social workers have many possibilities in using their discretion and not many legal, organizational or relational factors that limits it. The rela- tionship with manager were a key aspect in using their discretion. Many responders spoke about having trust from their manager and very little management governance. The only organizational factor that limited the social workers negatively were resources and most of all staffing. This un- derstaffing created feelings of inadequacy and not having enough time. It also created long queues to their services. The result also shows that primary care social workers need to set professional boundaries towards doctors the most. Doctors challenges the primary care social workers jurisdic- tion by assigning them tasks that they do not do. Another result is how hard it was for some patients to be accepted in the psychiatry care which led to the patients not getting the care that they needed. The responders gave several example of how they used their discretion to affect the criteria for ac- cepting patients that the psychiatry care had. In doing so, the social workers challenges the psychia- try care organizational boundaries. (Less)
