Abstract
The purpose of this study is to analyze the Swedish and international discourse for climate migration through the lens of national security, human security, and gender security to illustrate the limitations of different discourses. Climate-driven migration is expected to increase significantly in the coming years. It is therefore necessary to examine how Sweden as a possible recipient country and the UN as the most prominent international organization shape the security discourse for climate migration and what in the debate is described as threats and against whom. By using Maarten Hajer´s analysis tool storylines to find recurring arguments in the debate and relate them to a security discourse the study shows the dominance and power... (More)
The purpose of this study is to analyze the Swedish and international discourse for climate migration through the lens of national security, human security, and gender security to illustrate the limitations of different discourses. Climate-driven migration is expected to increase significantly in the coming years. It is therefore necessary to examine how Sweden as a possible recipient country and the UN as the most prominent international organization shape the security discourse for climate migration and what in the debate is described as threats and against whom. By using Maarten Hajer´s analysis tool storylines to find recurring arguments in the debate and relate them to a security discourse the study shows the dominance and power relations between the discourses, which in turn influence the measures taken in the political field. The findings of this study are that the security discourse in Sweden has a national economic focus and advocates international solidarity and regulation between states on the issue, while the UN focuses on the vulnerability of individuals. The conclusion is that there is a twofold discourse and weak coordination that hinders the necessary preparedness required to deal with the problem, regardless of whether it is states or individuals that are considered primarily worthy of protection.
