Mäns våld mot kvinnor har på senaste tiden uppmärksammats, men har sedan lång tid tillbaka varit ett stort problem. Tidigare sågs det som en privat angelägenhet inom familjen medan det idag förstås som ett offentligt problem som berör flera i samhället samt flera samhällsområden. Avvikelseförklaringar till våldet har tidigare präglat förståelsen kring mäns våld mot kvinnor och frågan om våld har således uppfattats som en individfråga. Forskning samt statens förståelse för våldet har på senare tid utvecklat en mer feministisk syn, varpå feministiska förklaringar har relaterats till problemförståelsen. Mäns våld mot kvinnor har på senaste tiden uppmärksammats, men har sedan lång tid tillbaka varit ett stort problem. Tidigare sågs det som en privat angelägenhet inom familjen medan det idag förstås som ett offentligt problem som berör flera i samhället samt flera samhällsområden. Avvikelseförklaringar till våldet har tidigare präglat förståelsen kring mäns våld mot kvinnor och frågan om våld har således uppfattats som en individfråga. Forskning samt statens förståelse för våldet har på senare tid utvecklat en mer feministisk syn, varpå feministiska förklaringar har relaterats till problemförståelsen. En feministisk förståelse är att kvinnors utsatthet för mäns våld möjliggörs genom den könsmaktsordning som existerar i samhället, där kvinnor är underordnade män. Således kan våld användas som ett verktyg av män för att upprätthålla den ojämlika maktbalansen som finns mellan könen. En annan feministisk förståelse för problemet är att alla kvinnor såväl som alla män berörs av våldet, således kan mäns våld mot kvinnor inte omformuleras till en individfråga.

Den här uppsatsen handlar om en analys kring statens syn på mäns våld mot kvinnor. Syftet är att utreda vad staten har för förståelse kring mäns våld mot kvinnor i den statliga utredningen Nationell strategi mot mäns våld mot kvinnor och hedersrelaterat våld och förtryck (SOU 2015:55). Mitt andra syfte är att undersöka ifall åtgärderna i dokumentet Åtgärdspaket för att intensifiera arbetet mot mäns våld mot kvinnor från 2021 kan anses relevanta i förhållande till den problemförståelse som staten har i utredningen SOU 2015:55. Metoden utgörs av en diskursanalys som går ut på att ställa frågor kring hur staten hjälper till att bidra till att forma och skapa problem genom att analysera diskursen i policys. Således innebär metoden att problematisera problemframställningen i sig. Materialet består således av dessa två offentliga dokument, där urvalet har gjorts genom hur väl framställningarna kan besvara mina frågeställningar och mitt syfte. Min analys präglas av den feministiska teorin samt min egen kunskap och mitt sätt att förstå språket.

Utifrån min analys har jag kommit fram till att kvinnors utsatthet för mäns våld i utredningen framställs som ett problem utifrån jämställdhet, mänskliga rättigheter, ett samhälls- och ett barnperspektiv. Dessutom görs det en tolkning av kvinnors våld mot män och hur våldet i sig kan definieras. Därutöver har jag kommit fram till att det i utredningen betonas att mäns våld mot kvinnor är en följd av en könsmaktsordning och att den således grundar sig i strukturella förklaringar. Således genomsyras utredningen delvis av ett feministiskt perspektiv. Å andra sidan så förklaras våldet exempelvis genom att våldsamheten anses vara en del av att vara man. Dessutom klargörs att våld och maskulinitet har en nära koppling till mäns våld. Således utesluts det inte att våldet beror på mer biologiska och individuella förklaringar. Vidare korresponderar åtgärderna i åtgärdspaketet i stort sett med den problemframställning som finns i utredningen. Däremot har författarna till åtgärdspaketet och utredningen helt och hållet inte samma syn på problemet mäns våld mot kvinnor. (Less)

Men's violence against women has recently attracted a lot of attention but has been a major problem for a long time. Previously, it was seen as a private matter within the family, while today it is understood as a public problem that affects many and several areas of society. Explanations of deviations in individuals to violence have previously characterized the understanding of men's violence against women and the issue of violence has thus been perceived as an individual issue. Research and the state's understanding of violence have
recently developed a more feminist view, whereupon feminist explanations have been related to the understanding of the problem. A feminist understanding is that women's exposure to men's violence is made possible by the gender power order that exists in society, where women
are subordinate to men. Thus, violence can be used as a tool by men to maintain the unequal
balance of power that exists between the genders. Another feminist understanding of the
problem is that all women as well as all men are affected by the violence, thus men's violence
against women cannot be reformulated into an individual issue.

This essay is about an analysis of the state's view of men's violence against women. The purpose is to investigate what the government has for understanding about men's violence against women in the official report of the Swedish Government National strategy against men's violence against women and honor-related violence and oppression (SOU 2015:55). My second purpose is to investigate whether the measures in the document Measure package to intensify the work against men's violence against women from 2021 can be considered relevant in relation to the understanding of the problem that the state has in the investigation SOU 2015:55. The method consists of a discourse analysis that involves asking questions about how the state helps to shape and create problems by analyzing the discourse in policies. Thus, the method involves problematizing the problem presentation itself. The material therefore consists of these two public documents, where the selection has been made by how well the representations can answer my questions that I have chosen to investigate and the purpose of the essay. My analysis is characterized by the feminist theory as well as my own knowledge and way of understanding the language.

Based on my analysis, I have come to the conclusion that women's exposure to men's violence in the official report of the Swedish Government is presented as a problem based on gender equality, human rights and also presented as a problem from a societal and a child perspective. In addition, an interpretation is made of women's violence against men and how the violence itself can be defined. Furthermore, I have come to the conclusion that the official report emphasizes that men's violence against women is a consequence of a gender power order and
is therefore based on structural explanations. Thus, the report is partly permeated by a feminist perspective. On the other hand, violence is explained, for example, by the fact that violence is considered part of being a man. In addition, it is clarified that violence and masculinity are closely linked to men's violence. Hence, it is not excluded that the violence is due to more
biological and individual explanations. Furthermore, the measures in the package of measures largely correspond to the problem presentation that exists in the report. On the other hand, the authors of the document of package of measures and the official report do not have the same view of the problem of men's violence against women. (Less)
