Through dividing the content of the inquiry into three categories (descriptions, values and recommendations for action), a comparison was made possible between the content in the inquiry and the three principles regarding government operations. What this essay concludes, through applying the analytical framework, is that the inquiry can be seen as an attempt to encompass a number of different principles to arrive at two key proposals: a profit cap regulation for private welfare producers and a requirement for a permit to conduct welfare activities.
