Abstract
In this essay, values in public administration are studied. Civil servants have a lot to live up to: loyalty to superiors, demands to follow laws and rules and serving the citizens. Therefore, values in the administration tend to clash. There are notions that citizens should be able to trust the administration and that civil servants act correctly. Corruption is a problem in society that weakens citizens' trust in the administration and weakens the legitimacy of the administration. The theoretical framework is based on Lennart Lundquist's theory of public ethos with democratic values and economic values. The theory also treats civil servants as guardians of democracy. Through a discourse analysis, values are being examined on how they are constructed for the role of civil servants. The analysis is based on empirical material of the work against corruption. The results of the essay show that values are overlapping and contradictory. (Less)
