This paper seeks to provide insight on the status and fertility of e-voting as a leveling agent in the municipalities of Haparanda and Botkyrka, which has the lowest voter turnout in Sweden. Through quantitative surveys in the townships, and further interviewing the development manager of the Swedish election committee. The collected material on e-voting was tested on parts of the rational choice theory and primarily its effects on the opportunity cost of voter participation. With the ambition to answer the following research questions:

- Can the possibility of e-voting affect voter turnout in municipalities with lower voter participation?

This paper seeks to provide insight on the status and fertility of e-voting as a leveling agent in the municipalities of Haparanda and Botkyrka, which has the lowest voter turnout in Sweden. Through quantitative surveys in the townships, and further interviewing the development manager of the Swedish election committee. The collected material on e-voting was tested on parts of the rational choice theory and primarily its effects on the opportunity cost of voter participation. With the ambition to answer the following research questions:

- Can the possibility of e-voting affect voter turnout in municipalities with lower voter participation?
and
- What is the viewpoint of the inhabitants of these municipalities and the election committee on e-voting?

Furthermore, thorough literature research, to understand what e-voting has contributed to neighboring countries as well as of the facilitating of elections. As a parallel to opportunity cost, facilitating plays a role in the greatness of the opportunity costs. The tested hypothesis proved that according to the voters, e-voting could be sufficient to lower the opportunity cost and increase participation. Despite this, regarding the expert from the election committee, a extent transformation of the current analog voting procedure can cause unwanted trust issues and affect turnout on the other end.
