Abstract
In the early 20th century liberalism had an upswing. New treaties were signed, and the everlasting
peace had finally arrived. In the Far East, Japan was emerging from an agricultural society and making

In 1922 the five-power naval treaty was signed and by a few pen strokes five great navies were
drastically reduced. This did not land on any good graces in Japan. The Imperial Japanese Navy (IJN)
wanted more. Later USA enforced trade sanctions against Japan, all these events resulted in the 1941
attack on Pearl Harbor.
These events are analyzed on individual-, state-, and structural level, and my conclusion is that no one
single event is responsible for the outcome, but they all contributed to it. (Less)
