Abstract
What was it that prompted a security policy-differentiated action between Sweden and Denmark as a counter action to the Russian power built up with landing ships in the Baltic Sea region mid-January 2022? This study will try to provide answers to this. We look at it as a comparative case study with two of Keren Yarhi-Milo´s theories from the book The Behavior thesis: Knowing the adversary from 2014. The first theory - Military Capability, the Russian built-up of military force in the Baltic Sea region at this time should be perceived and met with a similar countermeasure by Sweden and Denmark. What was it that prompted a security policy-differentiated action between Sweden and Denmark as a counter action to the Russian power built up with landing ships in the Baltic Sea region mid-January 2022? This study will try to provide answers to this. We look at it as a comparative case study with two of Keren Yarhi-Milo´s theories from the book The Behavior thesis: Knowing the adversary from 2014. The first theory - Military Capability, the Russian built-up of military force in the Baltic Sea region at this time should be perceived and met with a similar countermeasure by Sweden and Denmark. The second theory - the Selective Attention theory, this focuses primarily on how a decision-maker´s personally perceived impressions and built-up expectations of each other that form the basis for perceiving an opponent´s ambitions, likewise here the Russian built-up of military force should be perceived and met by a similar countermeasure by Sweden and Denmark. The fact that Sweden and Denmark made different decisions there and then is a fact. The explanation for Sweden´s actions was according to the expected outcome. The explanation for Denmark´s actions was somewhat more difficult to forecast and leans more on a reasoning behind the theories. (Less)
