Abstract
Since the end of the cold war, Sweden's security policy has shifted from neutrality to a policy of solidarity. The deteriorating security situation in recent years in the Baltic sea region and in Europe has increased the political will in Sweden to implement and develop defence co-operation with other states. Swedish-Finnish defence co-operation is the most developed of Sweden's different defence co-operations.

Since the end of the cold war, Sweden's security policy has shifted from neutrality to a policy of solidarity. The deteriorating security situation in recent years in the Baltic sea region and in Europe has increased the political will in Sweden to implement and develop defence co-operation with other states. Swedish-Finnish defence co-operation is the most developed of Sweden's different defence co-operations.

The purpose of this essay is to seek an explanation why Sweden's military cooperation with Finland is the most developed from a Swedish perspective during the period 2009-2020. The source material on which the survey is conducted are official documents and party policy programs from the parties that are included in the Swedish Parliament during the period. The analysis is performed by using two of Allison's theories.

The results show that the main reasons why the co-operation between Sweden and Finland is the most advanced are the political will for a deeper co-operation that is found in both countries. Another reason is the political consensus in Sweden that a co-operation with Finland is important and benefits Swedish security interests. Finally, the countries’ geographical location and common security interests enables a deeper cooperation compared to other options. (Less)
