- Abstract
- This paper addresses the implementation of the Regulation (EU) No 1143/2014 on Invasive Alien Species (IAS) with particular attention to issue salience. It uses the broad base of implementation research on directives, identifies key variables and applies them to the chosen regulation. To assess the implementation performance of Member States, a performance index is created based on Commission reports from the Member States on their progress in implementing the regulation. The performance index is based on the content of the regulation and assesses reports on the action plan developed, measures taken to inform the public about IAS, the surveillance system, the control system for IAS implemented, and the estimated costs of management. Italy performed exceptionally well, while Greece and Romania showed the worst performance. The performance index was then used to test hypotheses about issue salience, namely the Affectedness of IAS, Environmental Salience, the presence of a Green Party in the government, the Public Opinion on IAS, and the potential Financial Burden of IAS. To compare the results, six different models were created. The results are mixed, showing both significantly positive results for Environmental Salience and significantly negative results for the Financial Burden. (Less)
