- Abstract
- The Swedish school system is highly influenced by the charter school reforms that was introduced in 1992 by Carl Bildt. Because of the charter school reform, a market was created where venture capitalist could profit from education. The main aim was to create a freedom of choice and to create competition in order to increase the quality of Swedish schools. The current debate regarding charter schools is mainly driven by ideological narratives where the idea of a liberal school market is a key point. - The Swedish school system is highly influenced by the charter school reforms that was introduced in 1992 by Carl Bildt. Because of the charter school reform, a market was created where venture capitalist could profit from education. The main aim was to create a freedom of choice and to create competition in order to increase the quality of Swedish schools. The current debate regarding charter schools is mainly driven by ideological narratives where the idea of a liberal school market is a key point. This paper seeks to examine the problematization that are made by Swedish politicians and other significant actors regarding charter schools through a discourse analysis. Material from 2016-today is gathered from political statements and media coverage from both people against and in favor of the idea of charter schools. The analysis is based on four questions from Carol Bacchi’s approach ’’Whats the problem represented to be?’’ . The analysis covers problem representation, presuppositions/assumptions, effects of problematization and last how the problematization can be questioned. The results shows that what underlies the current problematization are gains in welfare, queuing times, segregation, resource distribution and the unequal responsibility between independent and municipal schools.
