- Abstract
- The aim of this study is to determine how employees at the Swedish police describe
witness security measures, how well these perform as well as their connection to
legislation. Furthermore it aims to understand these chosen individuals' social norms
about witness security and the existing measures. To provide a background on the
subject certain concept definitions were made and the relevant legislation regarding the
witness security measures was described. To further the understanding of the field,
previous research and two different theoretical frameworks which were the concept of
sovereignty, nomocracy and despotism as well as norms and the norm model were used.

The following section focused on the method of the study – interviews. After that the
result of the study was presented based on the interview transcripts which included the
description of different measures used for witness security as well as the existing
opinions that the system regarding restraining orders is insufficient and that more
resources are needed within witness protection. This was followed by an analysis using
the background, previous research and theoretical frameworks to determine the
measures’ connection to the legislation and the interviewees social norms. Additionally
there is a general discussion about the results of the study and recommendations for
future research in the field were made. Finally the conclusions that restraining orders,
protected personal information and special personal safety work relate to the formal
law in different ways and different social norms regarding witness security are
presented and the study’s research questions are answered. (Less)
