I analyze my empirical material using Lipsky’s theory of street-level bureaucracy as well as Goffman’s dramaturgical theory. The study found that there is variation when it comes to interpretations within the organization. The law gives the social workers great discretion and from my empirical material it seems that their decisions vary, even though the clients formally may need similar activation measures. In recent years the Swedish Public Employment Service has gone through a reorganization. This seems to have further impacted the social workers working methods and boundaries towards the Swedish Public Employment Service. Or in other words, whether the clients receive state- or municipal measures. (Less)
