- Stad och landsbygd beskrivs ofta som raka motsatser och i den framställda dikotomin mellan stad och land skildras ofta större tätorter som vinnare mot en avfolkad landsbygd. Tätorter och landsbygder runt om i landet har olika geografiska, demografiska och sociala förutsättningar. Det går därför inte att säga att det sker en positiv utveckling för alla tätorter eller en negativ utveckling för hela landsbygden. Det övergripande transportpolitiska målet i Sverige är att säkerställa en samhällsekonomisk effektiv och långsiktigt hållbar transportförsörjning för medborgarna och näringslivet i hela landet. Det övergripande transportpolitiska målet i Sverige är att säkerställa en samhällsekonomisk effektiv och långsiktigt hållbar transportförsörjning för medborgarna och näringslivet i hela landet. Landsbygdskommittén har på regeringsuppdrag skrivit att alla medborgare har rätt till likvärdiga möjligheter att leva ett gott liv oavsett var de bor eller verkar. I dagens hypermobila samhälle har transportmöjligheter en stor betydelse för individers välfärd och möjlighet att delta i samhället. Trots detta sker det på många håll en försämring av kollektivtrafiken i områden med lägre befolkningsdensitet, resurser allokeras till kollektivtrafik i och mellan tätorter med större resandeunderlag. Det finns en risk att detta och andra klimatåtgärder kommer drabba boende i mindre orter och landsbygd som inte har ett fungerande alternativ till bilen. Examensarbetets syfte är därför att studera hur kommuner med mindre orter och stor landsbygd resonerar kring kollektivtrafikens betydelse. Examensarbetet har genomförts som en fallstudie av två skånska kommuner, Höör och Östra Göinge. Fallstudien tillåter en djupgående analys av de utvalda fallen och har dels genomförts som en dokumentstudie över regionala och kommunala styrdokument, dels som en intervjustudie med tjänstepersoner från bägge kommunerna. While this is not always true, there is in many places an ongoing deterioration of public transport in areas with lower population density where resources are allocated to urban areas with a larger demand. This and other climate measures risk affecting residents in smaller communities and rural areas to an unmerited degree. Therefore, this master thesis aims to examine how municipalities with smaller communities and a larger countryside view public transport. - Urban and rural are often seen as each other’s complete opposites, were larger urban settlements are often presented as the winners against depopulating rural areas. While this is not always true, there is in many places an ongoing deterioration of public transport in areas with lower population density where resources are allocated to urban areas with a larger demand. This and other climate measures risk affecting residents in smaller communities and rural areas to an unmerited degree. Therefore, this master thesis aims to examine how municipalities with smaller communities and a larger countryside view public transport. The thesis consists of a case study of two municipalities in southern Sweden and was carried out by analysing governing documents and an interview study with municipal employees. Identified themes from the documents were divided into five categories: economic growth and regional development, social sustainability and accessibility, collaborative planning, public transport development and planning, and public transport targets. While public transport is thought to influence several aspects in society, the municipalities give its effect on economic development certain importance. The economic and environmental benefits of public transport is thought to be greatest when there is high patronage which leaves smaller communities and rural areas without public transport connections and continuously dependant on the car for transportation. Rural dwellers are largely expected to meet their demand for accessibility by travelling to different locations by car. Trade-offs between different sustainability dimensions are necessary. However, there is a tendency for social aspects to be neglected. (Less)
