In March 2020 the European Commission put forward a new strategy for Europe's industrial future. The stated goal of the Strategy is to establish a globally competitive and world-leading industry that paves the way for climate neutrality, digital leadership and European strategic autonomy. The aim of this thesis is to broaden the understanding of EU’s industrial policy by analysing how the Commission has conceptualised EU’s new industrial strategy. To do this two ideal types (one market liberal and one protectionistic) will be composed and compared, both qualitatively and quantitatively, to the concepts being used in the strategy. In March 2020 the European Commission put forward a new strategy for Europe's industrial future. The stated goal of the Strategy is to establish a globally competitive and world-leading industry that paves the way for climate neutrality, digital leadership and European strategic autonomy. The aim of this thesis is to broaden the understanding of EU’s industrial policy by analysing how the Commission has conceptualised EU’s new industrial strategy. To do this two ideal types (one market liberal and one protectionistic) will be composed and compared, both qualitatively and quantitatively, to the concepts being used in the strategy. By using the ideal types the thesis contributes to the literature both by expanding the knowledge about how the Commission wants to categorize and label itself and to what extent its traditionally market liberal rhetoric has been affected by the protectionistic shifts that have been witnessed in recent years. Based on this framework and drawing on official documents published by the European Commission, the essay concludes that the market liberal rhetoric has dominated the language being used but that the protectionistic ideas have had a profound influence on the discussed proposals in the strategy.
