Abstract
Technical development and automation have flourished the private sector for a long time. Now, the technical developments are finding its way into public administration. The Swedish Government encourage the public sector to broaden their use of digital tools and automation in administrative processes are now more common than none. Meanwhile, digital innovation such as automation faces more prominent risks and challenges when implemented into the public sector compared to its private counterpart. With the use of value analysis based on Lennart Lundquist approach of a “offentligt etos” (public ethos) values of democracy, legality and ethics are central. The study presents a document analysis of two cases of automation within two separate Swedish authorities: Försäkringskassan and Tillväxtverket. The document analysis is complemented by interviews with public administrators. The results highlight the need for public authorities to protect its core democratic values when implementing processes of automation. The interviews also finds a severe lack of transparency and thus trust in the new digital co-workers. (Less)
