Impact Assessment and Organisational Learning: A Qualitative Case Study of Reach for Change

Abstract
This thesis investigates how impact assessment can contribute to organisational learning and whether there are ways to enhance it. To answer these questions, the research takes a form of a qualitative case study carried out in collaboration with the non-profit organisation Reach for Change which represents a single case. The research data is drawn from two primary sources of evidence: organisational documents and interviews. The study has shown that the scope of the learning from impact assessment is wide-ranging. This thesis investigates how impact assessment can contribute to organisational learning and whether there are ways to enhance it. To answer these questions, the research takes a form of a qualitative case study carried out in collaboration with the non-profit organisation Reach for Change which represents a single case. The research data is drawn from two primary sources of evidence: organisational documents and interviews. The study has shown that the scope of the learning from impact assessment is wide-ranging. By engaging in the appraisal, non-profit organisations can potentially learn how to address problems associated with the project or programme implementation, how to maximise the effect of the interventions for beneficiaries and how to achieve the mission more effectively. The extent to which learning from impact assessment is achieved depends on a variety of contextual factors. The framework for learning from impact assessment is broader when the organisation prioritise and formalises impact-oriented learning on the strategic level and fosters learning mechanisms supporting internal communication and knowledge dissemination. Furthermore, our findings indicated the link between the scope of learning and the way the impact assessment is enacted methodologically. By integrating interdisciplinary models of organisational learning, the case study develops the analytical framework for a comprehensive understanding of how learning from impact assessment takes place, what learning produces and with what effect.
