Strukturell hemlöshet: En intersektionell studie om konsekvenserna av Malmö stads arbete med hemlöshet.

Abstract (Swedish)
Syftet med denna studie är att undersöka situationen för de strukturellt hemlösa i Malmö idag. Detta i avseende till en ny vägledning skriven av Malmö stad som menar att det bara är de socialt hemlösa som bör få bistånd till boende och inte de strukturellt hemlösa. Studien inkluderar intervjuer med personal från organisationen Skåne Stadsmission och även en kvalitativ innehållsanalys av denna nya vägledning och konsekvensanalysen av vägledningen. Studien använder sedan en intersektionell teori för att diskutera vad konsekvenserna var för de strukturellt hemlösa i Malmö och vad denna vägledning kan innebära för en intersektionell förståelse av diskriminering.

Syftet med denna studie är att undersöka situationen för de strukturellt hemlösa i Malmö idag. Detta i avseende till en ny vägledning skriven av Malmö stad som menar att det bara är de socialt hemlösa som bör få bistånd till boende och inte de strukturellt hemlösa. Studien inkluderar intervjuer med personal från organisationen Skåne Stadsmission och även en kvalitativ innehållsanalys av denna nya vägledning och konsekvensanalysen av vägledningen. Studien använder sedan en intersektionell teori för att diskutera vad konsekvenserna var för de strukturellt hemlösa i Malmö och vad denna vägledning kan innebära för en intersektionell förståelse av diskriminering.

Genom analysen av primärmaterialet kommer studien till slutsatsen att vägledningen har lett till ett flertal negativa konsekvenser för de strukturellt hemlösa sen den gick i bruk 2019. Till exempel har kraven för att ansöka om nödbistånd till boende ökat, vilket i sin tur har lett till att många personer faller ifrån och speciellt de som inte kan svenska. Vi kan också se, genom ett intersektionellt perspektiv, att denna vägledningen speciellt påverkar de redan utsatta grupperna i samhället. (Less)

This regards to a new guideline made by the municipality of Malmö that states that only the socially homeless should be able to get housing assistance, meaning that the structurally homeless do not get help. The study includes interviews with staff from the Swedish organization Skåne Stadsmission and also a qualitative content analysis of the new guideline and the consequence analysis made of that guideline. Through the analysis on this guideline and the interviews the study came to the conclusion that there have been numerous negative consequences for the structurally homeless since this guideline came into use in 2019. For example the demands to apply for emergency housing assistance have become a lot higher, which in turn has led to a lot of people falling behind and especially those who can’t speak Swedish. We can also see, through an intersectional lens, that this guideline is especially affecting those already marginalized groups. (Less)
