- Although the coronavirus pandemic has highlighted the importance of easily accessible medicines, a reactive pharmaceutical industry and the effects of how the same industry sector is regulated, the EU’s pharmaceutical regulations still have apparent flaws. Therefore, this WPR study intends to visualize how EC, EFPIA, and CEO have tried to maintain or undermine these regulations over time. To enable such conclusions, documents from each actor, published before and after the pandemic outbreak, have been analyzed. - Although the coronavirus pandemic has highlighted the importance of easily accessible medicines, a reactive pharmaceutical industry and the effects of how the same industry sector is regulated, the EU’s pharmaceutical regulations still have apparent flaws. Therefore, this WPR study intends to visualize how EC, EFPIA, and CEO have tried to maintain or undermine these regulations over time. The analysis proceeds from Bexell et al.’s (de)legitimation theory, focusing on how actors use certain practices, justifications and audiences to fulfill their objects. In the context of this thesis, the theory has been applied to capture how the chosen actors express their use of (de)legitimation practices, justifications and audiences, and if their (de)legitimation agendas considering the EU’s pharmaceutical regulations have undergone any changes after the pandemic outbreak. The result implies that the main difference between the two time periods is which justifications and audiences the actors allude to. Whereas it is impossible to determine the pandemic outbreak’s influence, the thesis has contributed to an improved understanding of how, why, and for whom the actors try to (de)legitimize the regulations.
