Challenges and opportunities in increasing public participation through Community-Based Water Resource Management in Integrated Water Resource Management projects

- Water-related issues such as drought and water scarcity are problems that many
countries around the world are facing. To solve this, multiple efforts have been
made to combat these problems such as adopting Integrated Water Resource
Management (IWRM) as a management approach. IWRM is a holistic approach
that links different water systems and has therefore been popularized and
conceptualized by many nations around the world. However, it has faced some
criticisms and one of them being not enabling public participation enough at a local

criticisms and one of them being not enabling public participation enough at a local
level. But what happens when a management approach that is people-centered such
as Community-Based Water Resource Management is combined with IWRM? Can
it increase participation at a local level with the bottom-up approaches that it
advocates for? The aim of this study is to investigate this and examine what the
challenges and opportunities are to combine CBWRM with IWRM to increase
public participation. To do this a structured literature review was conducted and
resulted in 30 articles being retrieved from Web of Science. The Public
Participation Spectrum was used as a framework to categorize the result. The result
showed that there were multiple challenges and opportunities in combining
CBWRM with IWRM projects. The main challenges were the lack of access to
information regarding management and planning decisions and weak coordination
between governmental authorities and local communities. The main opportunities
that were discovered were that public participation could be increased if the
government focused on making information accessible, building capacity and
developing collaborative management plans that involve both local communities

För att kunna lösa problemen som finns med vatten har man försökt anta olika
vattenförvaltningsmetoder. Ett av dessa är integrerad vattenresursförvaltning.
Denna metod har förespråkats av många länder men den har mött en del kritik. Två
typer av kritik som den har fått är att den är för bred och komplicerad samt att den
inte prioriterar deltagandet av lokalsamhällen. För att undersöka om det går att
förbättra deltagandet bland lokalsamhällen har forskaren i denna studie undersökt
utmaningarna och möjligheterna med att kombinera integrerad
vattenresursförvaltning med en samhällshällsbaserad vattenresursförvaltning för att
öka deltagandet av lokalsamhällen.
Resultatet visade att de största utmaningarna var bristen på tillgång till
information om förvaltning- och planerings beslut samt svag samordning mellan
statliga myndigheter och lokalsamhällen. De främsta möjligheterna som upptäcktes
var att allmänhetens deltagande skulle kunna ökas om statliga myndigheter
fokuserade på att göra information lättillgänglig, bygga upp kapacitet i
lokalsamhällen genom riktade utbildningar och program samt att utveckla
samarbetsstrategier som involverar både lokala samhällen och statliga institutioner.
Resultatet av studien sammanfattar och tydliggör vilka utmaningar och
möjligheter som finns med en typ kombination av olika vattenförvaltningssystem.
Detta resultat kan användas som en vägledning för vad som behöver förbättras inom
vattenförvaltning och vilka etablerade åtgärder som man kan dra nytta av. (Less)
