Civil conscription was a way to supply personnel for the civilian part of Swedish total defence. In 2010, the Swedish government chose to replace civil conscription with voluntary service. However in 2023, 13 years after the decision, it seems as reactivation is underway as the Swedish Civil Contingencies Agency (MSB) has been tasked to prepare for the activation of civil conscription for municipal rescue service.

Civil conscription was a way to supply personnel for the civilian part of Swedish total defence. In 2010, the Swedish government chose to replace civil conscription with voluntary service. However in 2023, 13 years after the decision, it seems as reactivation is underway as the Swedish Civil Contingencies Agency (MSB) has been tasked to prepare for the activation of civil conscription for municipal rescue service.
The purpose with this study is to understand why the government only prepares for activation in one of several areas which were previously covered by civil conscription, namely municipal rescue service. The study is a qualitative, theory-consumed case study in which various documents are examined. To supplement the documents, semi-structured interviews are conducted. The study uses Graham Allison's Rational Actors Model and Governmental Politics Model to analyze and identify factors for the decision.
The analysis has shown that changes in the security policy environment, particularly the war in Ukraine, is the biggest factor behind the reactivation of civil conscription. A war requires more personnel over time to maintain social services. The choice to start with MSB was because the agency was ready to begin the wartime placement of conscripts at short notice. (Less)
