Abstract
The purpose of this paper is to study the changes in the conditions for Swedish foreign policy. After having pursued a policy of neutrality and non-alignment for 200 years, these changed conditions led Sweden’s decision to apply for a membership in the military alliance NATO, thereby fundamentally changing its foreign policy role. The investigated time periods are 2020 and 2022/2023, during which Sweden applied for NATO membership. To study the changes in the conditions for Swedish foreign policy, Rachel Folz’s theory of role change due to interactions with international organizations will be tested, while Douglas Brommesson’s theory about parallel role conceptions will be used as a complement. The analysis shows that Folz’s theory can account for why Sweden applied for a membership in NATO in 2022 and not in 2020. The paper also discusses how Sweden in its new NATO-role still can retain and develop its European and Nordic roles. (Less)
