- Human rights values are often mentioned politically in the interaction between the Americas and Europe, but their scholarly examination remains rare. While the Mexico-European Union relationship continues to evolve, research on human rights discourses remains limited. The main argument of this article is that human rights play a role in their current relationship and dynamics; it examines the dialogue and exchanges between Mexico and the European Union through the lens of the Normative Power Approach and looks at two critical events concerning human rights in Mexico to see how the European Parliament and the Mexican authorities engage. My research findings demonstrate that human rights matters are inescapable in the relationship between Mexico and the European Union. However, there is a gap between dialogue and concrete steps to address specific concerns. As a result, this study illustrates that the European Union's involvement in human rights issues has led Mexico to accept or challenge its words and actions at different moments of their relationship.
