- Abstract
- This research sets out to study how the civil society organisations are portrayed in the governmental policy “idéburen välfärd”. The policy aims to facilitate and increase the participation of non-profit and non-governmental organizations in the publicly funded welfare production. Taking a discursive governmentality perspective, the policy is scrutinized through the framework of WPR “what´s the problem represented to be”. The analysis seeks to answer how the civil society, and their role as welfare providers is portrayed in the policy. Furthermore, it seeks to investigate effects of such portrayals on civil society and the Swedish welfare production in general. - This research sets out to study how the civil society organisations are portrayed in the governmental policy “idéburen välfärd”. The policy aims to facilitate and increase the participation of non-profit and non-governmental organizations in the publicly funded welfare production. Taking a discursive governmentality perspective, the policy is scrutinized through the framework of WPR “what´s the problem represented to be”. The analysis seeks to answer how the civil society, and their role as welfare providers is portrayed in the policy. Furthermore, it seeks to investigate effects of such portrayals on civil society and the Swedish welfare production in general. The findings show that civil society organisations are portrayed largely as apolitical, altruistic service providers. This indicates a deepening of the shifting political perspective of civil society as service providers, rather than political advocacy organisations. Through neoliberal rationalities, but also through discourses of co-operation and altruism, the civil society is governed to provide welfare where the welfare market has failed to deliver. Whilst this could be comprehended as a move away from the neoliberal governmentality, it could also be understood as a form of rationality that enables the ongoing liberalisation of the state by covering up the deficiencies in the system of a welfare market.
