- Abstract
- This paper proposes a theory advancement of the cyber arms race theory through the use of Max Smeets theories. By examining the case of Sweden as a small state cyber actor for the years 2009 and 2022 the study suggests an expanded typology. Through the incorporation of the ability to deter conventional attacks, we may better understand a state’s capability in both cyber and analogue domains. The findings of this paper challenge the traditional notion of dominant states driving the arms race. Thus, emphasizing the importance of nuanced understanding and the evolving nature of the state’s capabilities to operate within the cyber domain.
