Degrowth and the EU: Inapplicable at its roots?

- Abstract
- As the threat from the climate crisis becomes ever more apparent and shows few signs of stopping alternative development models become interesting. Driven by an interest of examining such alternative solutions, this paper studies degrowth due to it being a challenging alternative to currently applied growth-based models of development that see progress as linked to economic growth. This paper examines the concept of degrowth as well as it’s compatibilities and incompatibilities with the Charter of Fundamental Rights of the European Union. It studies the Charter because the rights, freedoms and principles contained therein are understood to underlie the ideological foundations guiding the EU as a political entity. It does this by attempting to answer the research question “how compatible is degrowth with the EU charter of fundamental rights?”. The theoretical framework of this paper focuses on creating the
grounds for an operationalization of degrowth. The methodology section explains how the research process was carried out by showcasing the analytical tools of the study. The compatibility between degrowth and the Charter is then investigated by systematically testing the operationalization of degrowth against the articles of the Charter. This is done using a coding scheme for the purpose of investigating compatibility. The results are then analyzed by systematically discussing the results for the compatibility test between the operationalization of degrowth and the Charter. The study concludes by showing that there are some serious incompatibilities that need to be overcome in order for degrowth to be an acceptable development strategy for those whose values align with the Charter but that there is also a surprising amount of points where the Charter and degrowth are compatible with each other.
