Abstract
The aim of this study has been to study the process of implementing shared leadership in special housing for the elderly in the Health- and welfare administration of Lund. Therefore we have analysed the decisions and the decision-making process through discourse analysis. Carol Bacchi’s WPR analysis has provided us with a method to analyse the policy-making process and deconstruct the problem representations made in the process. Through a problem representation where the coworkers are made the problem and the managers the problem solvers, the coworkers are made out to be passive and unable to participate in work environment development while the managers take on a position that might heighten their workload and create unrealistic expectations on their performance. Meanwhile, other problems in the workplace are silenced or ignored through this problem representation. The idea of shared leadership might be used as a template, a way to justify the disregard of other solutions. (Less)
