Brandteknisk riskvärdering av Confidencen vid Ulriksdals slott

Abstract
The following report is a fire safety evaluation regarding Confidencen at Ulriksdals slott. This report was delimited to investigate if a safe evacuation could be achieved for the visitors. The purpose was to define relevant fire scenarios and evaluate the fire protection in the building. Three different fire scenarios were chosen from a gross hazard analysis to be further investigated.

The following scenarios were chosen:

A. Fire due to arson in the attic
B. Fire in an electrical component under the stage area
C. Fire in an office space due to electrical failure

The following report is a fire safety evaluation regarding Confidencen at Ulriksdals slott. This report was delimited to investigate if a safe evacuation could be achieved for the visitors. The purpose was to define relevant fire scenarios and evaluate the fire protection in the building. Three different fire scenarios were chosen from a gross hazard analysis to be further investigated.

The following scenarios were chosen:

A. Fire due to arson in the attic
B. Fire in an electrical component under the stage area
C. Fire in an office space due to electrical failure

For these three scenarios data were chosen to achieve a fair representation for simulations. Programs such as FDS (Fire Dynamics Simulation) and Pathfinder were used to simulate the course of the three scenarios. A couple of critical conditions were defined in terms of temperature, visibility, toxicity, smoke layer height and radiation. From the results it could be determined that the building was inadequate to ensure the safety for the attendees in scenario B. Relevant improvements have been proposed in the end of the report that can be made to ensure the safety regarding egress in case of fire at Confidencen at Ulriksdals slott.

The following suggestions were recommended to further improve the safety for the attendees at the Confidencen:

1. Fill the openings between the floorpanels on the stage. If a fire were to start under the stage smoke would not spread to the main hall as fast as it previously did.
2. Always have a clear and strict routine before shows to make sure that no emergency exits are blocked and that all the fire detection systems are online.
3. Do not store flammable materials under the stage. (Less)

Syftet med denna rapport är att utvärdera brandsäkerheten på Confidencen som är belägen vid Ulriksdals slottspark i Stockholm. Rapporten är avgränsad till att undersöka personsäkerheten och målet är att ta fram troliga brandscenarier och utvärdera hur väl brandskyddet kan motstå dessa. Om inte en säker utrymning kan genomföras presenteras eventuella förbättringar i brandskyddet.

Efter en grovriskanalys konstaterades följande scenarier som allvarligast:

I kombination med simuleringarna och antaganden, kunde det konstateras att personsäkerheten var god i samtliga fall med undantag för scenario B. Känslighetsanalyser genomfördes på parametrar som gånghastighet, antal personer, varseblivningstid och påverkan av öppna fönster. Det kunde konstateras att personsäkerheten i scenario C påverkades negativt av stängda fönster då rökspridningen skedde i mycket större utsträckning.

Följande åtgärder ska genomföras för att en säker utrymning ska kunna genomföras:

1. Tätning av scengolvet i syfte att minska rökspridning.
2. En säkerhetsrond ska genomföras inför varje föreställning där bland annat utrymningsvägar kontrolleras.
3. Förflyttning av materialet under scenen för att minska effektutvecklingen i händelse av brand.

Utöver dessa presenteras ett antal åtgärder som inte är kritiska för personsäkerheten men som bör genomföras. (Less)
