This thesis seeks to examine the transition of three Swedish municipal archives from the old general archive classification system (allmänna arkivschemat) to a new process based classification system (verksamhetsbaserad arkivredovisning). Regulations issued by the Swedish National Archives are not binding for local government archives, and it is therefore free for the municipal archives to decide whether they wish transition to the new classification or not. This thesis seeks to examine the transition of three Swedish municipal archives from the old general archive classification system (allmänna arkivschemat) to a new process based classification system (verksamhetsbaserad arkivredovisning). Regulations issued by the Swedish National Archives are not binding for local government archives, and it is therefore free for the municipal archives to decide whether they wish transition to the new classification or not. The thesis draws on interviews with archivists from three different municipal archives in southern Sweden. The study indicates that the implementation processes have been successful to a varying degree at the archives in question. One of the municipalities, the biggest of the three, has fully undergone a successful transition. The second one has partially transitioned, where parts of the municipal organization have started working with the new classification system while others have not. The third, and smallest one, has a classification structure in place, but has so far struggled with getting the rest of the municipal organization to adapt to it. Furthermore, the study shows that the role of the archivists in question has changed significantly as a result of implementing the process based classification system. All of the archivists emphasized the increased importance of cooperation with the other parts of the municipalities, where it has become a necessity for the archivists to attain knowledge about the different parts of the organization. They also described how the new classification system has been an important part in the reshaping of the archivists' role in how it relates to the increased emphasis on digital information and how the traditional work with analogue material has decreased.
The study also indicates that proper funding and institutional knowledge are two very important factors for a successful implementation of the processed based classification system, and that the commitment of the individual archivist has been of utmost importance. (Less)
