- This study aims to contribute with knowledge regarding how street-level bureaucrats within the police and the social services in Malmö experience their discretion and conditions for information exchange for crime prevention purposes among children. - This study aims to contribute with knowledge regarding how street-level bureaucrats within the police and the social services in Malmö experience their discretion and conditions for information exchange for crime prevention purposes among children. The study also aims to examine what standards for working methods, and the discussion between privacy protection and law enforcement, that can be identified within the authorities when exchanging information for crime prevention purposes among children. This is of interest because of a political turn in the society as a result of the development of post-political criminal policy. This means that the criminal policy has been replaced by a consensus that the description of crime as a social problem has become generally politically accepted. The study was conducted using semi-structured interviews with police officers and social secretaries and the result was analyzed using Lipsky's theory on street-level bureaucracy and Hydéns model of norms.
The results show that street-level bureaucrats have a lot of discretion regarding information exchange, but that police officers have larger discretion than social secretaries. Street-level bureaucrats' conditions for information exchange are good because will, knowledge and opportunities exist. This makes it possible to establish norms for information exchange, regarding working methods and the discussion of privacy protection and law enforcement. The established way of working means that the authorities have a good collaboration and close direct contact with each other. Regarding the discussion between privacy protection and law enforcement, the common goal is to protect the best interest of the child. (Less)
