Abstract
The aim of this study was to investigate the occurrence and variation in disaster preparedness planning, for particularly vulnerable groups, in Swedish social services at the beginning of the covid-19 pandemic. The aim was also to investigate whether disaster preparedness planning, as measured in this study, had a bearing on the number of deaths from covid-19 in special accommodation and home care for the elderly and disabled during 2020 and 2021. The aim of this study was to investigate the occurrence and variation in disaster preparedness planning, for particularly vulnerable groups, in Swedish social services at the beginning of the covid-19 pandemic. The aim was also to investigate whether disaster preparedness planning, as measured in this study, had a bearing on the number of deaths from covid-19 in special accommodation and home care for the elderly and disabled during 2020 and 2021. The survey was conducted with a total sample of Sweden's 290 municipalities. Among the results, it was noticed that less than half of the municipalities had up-to-date disaster preparedness planning at the beginning of 2020 and 2021. Furthermore, there were no demonstrable correlations between disaster preparedness planning and the number of deaths from covid-19. All in all, the relatively low percentage of disaster preparedness planning in the social services did not seem to be particularly decisive for the ability to face the pandemic. This was discussed in relation to the fact that the capacity and ability of human service organizations to build resilience is based on considerably more factors than access to disaster preparedness planning.
