Policy Conceptualisation of Development by Re-emerging Donors in Central and Eastern Europe: The Case of the Czech Republic

Abstract
This study investigates the policy interpretations of development as a concept in the Czech international development cooperation. The rapid transitional experience of countries in Central and Eastern Europe from aid recipient to aid donor claims to have established a unique type of donor, distinct from other major traditional donors, specifically in regard to their approaches to development. This study investigates the policy interpretations of development as a concept in the Czech international development cooperation. The rapid transitional experience of countries in Central and Eastern Europe from aid recipient to aid donor claims to have established a unique type of donor, distinct from other major traditional donors, specifically in regard to their approaches to development. Furthermore, this study also examines the possible convergence and divergence between conceptions and representations of development within the national foreign aid policy of the Czech Republic and the definitions produced by international agencies represented by the United Nations through the Millennium Development Goals and the Sustainable Development Goals. It aims to investigate and examine the chosen definitions of development (and their interpretations), and to what extent representations of development may conform to or differ from traditional and reemerging donors. The research question guiding the analysis is: What are the different conceptualisations of development in the policy adopted by the Czech government since becoming an aid donor? To address the research question this study draws on the method
of thematic analysis to establish the employed conceptualisation of development. Using the “Six-phase approach to thematic analysis” as a method of inquiry brings a qualitative perspective into the existing body of predominantly quantitative research. The thematic analysis has been applied to chosen development policy documents which represent the overall framework and the agent’s approach to development. The findings of this study show that despite some deviating codes and themes, the Czech Development Cooperation Strategy do reflect the MDGs and SDGs. We discover that Czech Republic as a donor interprets aid as a mixture of domestic interests and international standards under the notion of a solidarity-based diplomacy. The Czech ‘transition experience’ is being presented as a different approach to development, yet the foundations of Czech development assistance are based on the practices from traditional donors without much deviance from the
international development mainstream. (Less)
