- Abstract
- This study aims to explore the conditions and challenges faced by centralized HR departments in the public sector in establishing trust among employees within their organizations. Employing a qualitative methodology, the research takes the form of a case study utilizing a semi-structured interview approach. The study adopts an abductive approach with a hermeneutic perspective. Five employees from a municipal administration within the public sector were interviewed, including three employees at different hierarchical levels and two from the HR department.
