Sveriges Alkoholmonopol Under Covid-19-Pandemin

Abstract
The population of Europe consumes a relatively large amount of alcohol per capita and countries differ somewhat from each other regarding policy dealing with alcohol consumption. Sweden has an established state monopoly on the sales of alcohol in retail and during the Covid-19 pandemic, retail played a larger part in the sales of alcohol, since bars and restaurants were negatively impacted by restrictions and lockdowns. To evaluate the effect of the Swedish monopoly on sales of alcohol during the covid-19 pandemic, data of alcohol consumption from 5 countries is gathered, and Swedish data is compared to data from the other countries. The population of Europe consumes a relatively large amount of alcohol per capita and countries differ somewhat from each other regarding policy dealing with alcohol consumption. Sweden has an established state monopoly on the sales of alcohol in retail and during the Covid-19 pandemic, retail played a larger part in the sales of alcohol, since bars and restaurants were negatively impacted by restrictions and lockdowns. To evaluate the effect of the Swedish monopoly on sales of alcohol during the covid-19 pandemic, data of alcohol consumption from 5 countries is gathered, and Swedish data is compared to data from the other countries. There is a general decline in consumption of alcohol during the pandemic, and Sweden seems to have had an accelerated decline compared to the other selected countries. However, using an econometric method does not prove that this accelerated decline is due to a Swedish state-monopoly on the sales of alcohol. In other words, tt can not be ensured that the Swedish monopoly led to a lower consumption of alcohol compared to other countries. This can potentially make us question whether a Swedish monopoly on the sales of alcohol really is an effective policy. (Less)
