- Following the continual degradation of climate, the issue of climate change has increasingly been integrated in world politics. The European Union has itself implemented climate policies to adverse the tendency. However, the union has also given rise to the principle of free movement, a concept tightly connected to the EU’s carbon intensive transport sector. Research has shown the need for the EU to cut down on at least 90 % of the transport sector’s emissions for it to reach climate neutrality. To reach the objectives, two EU climate documents have been examined through a discourse analytical What’s the problem represented to be? approach together with a conceptual framework based on the interweaving of the concepts of freedom, mobility and sustainability. The study shows that EU places its emphasis on a sustainable transition of the transport sector but doesn’t discuss whether the principle of free movement should be revaluated or not. A conclusion that can be drawn from the results is that EU withholds a negative understanding of freedom. (Less)
