- Abstract
- In this essay, I discovered what made Sweden change its course regarding refugee policy between 1942 and 1943. My oral family history has raised my interest in finding out what made Sweden change that course and if, before the change, the Norwegian Jews were rejected where other groups weren’t.
This was done using the method ’Most Similar System Design’ by Mills. I compare Sweden with Sweden with two different outcomes. Within the design, I used process tracing to analyze the material which consists of an eclectic collection of sources - governmental protocols, dissertations by known historians, articles, and literature.

My findings ended in the fact that Germany started to lose the war in 1942 and the fact that the Jewish citizens of our occupied neighboring countries were threatened with deportation, caused Sweden to reconsider its course forward. It was a slow process, and my underlying question was whether or not the restricted refugee policy was harder on the Norwegian Jewish refugees in 1942 or not? Previous research and literature show an ongoing discussion regarding that question. - Innan vi hade svaret på vad som hände, visar den samtida forskningen på en ändring av flyktingmottagandet mellan 1942 och 1943, där en tydlig skillnad före 1942 mellan politiska flyktingar och judiska flyktingar kan spåras, men inte efter 1943. En del av forskningen visar på antisemitiska tendenser bakom val av flyktingpolitiken till och med oktober 1943, annan forskning visar på den enskilda gränspolisens tolkning, snarare än nationella riktlinjer. Dessa resonemang och bevis kommer jag gå djupare in på senare i uppsatsen.
Vad av flyktingpolitiken reglerades i lagen och vad lämnades åt ministern och den administrativa nivån att besluta om?
