- This study tries to examine the involved stakeholders perspectives on the formal responsibility for the cost of, and the execution of the covid-19 vaccine between the Swedish state and its regions. The involved stakeholders agreed on December 8th 2020 that the state should cover these costs. Three individuals with experience from the agreement from either the Ministry of
health and Social Affairs, the Swedish Association of Local Authorities and Regions (SALAR), or the regional authorities were interviewed. budget´s change of the vaccine costs from the regions to the state. However, these changes have not been seen done in the Swedish law. Regions are, by the interview participants, perceived to bear the formal responsibility for the execution of the vaccines, although views on the cost responsibility for the execution vary. The Swedish decentralized healthcare administration
complicates the clarity and prompts potential legislative adjustments. The agreement was according to the interview participants efficient in contrast to time challenges in previous agreements regarding testing. Administration reforms might be necessary in clarifying responsibilities in potential future pandemics. (Less)
