Abstract
As demands and expectations for public welfare increase, public actors seek
alternative, innovative, and experimental solutions to address these increasingly
complex issues. The regulatory sandbox is in this context recognized as an
innovative, private-public collaborative experiment designed to develop
legislation and its application in tandem with new technologies. However, as
regulatory sandboxes challenge several fundamental assumptions underlying
traditional legislation, questions arise regarding their relationship to democratic
legitimacy.

complex issues. The regulatory sandbox is in this context recognized as an
innovative, private-public collaborative experiment designed to develop
legislation and its application in tandem with new technologies. However, as
regulatory sandboxes challenge several fundamental assumptions underlying
traditional legislation, questions arise regarding their relationship to democratic
legitimacy.
The aim of this thesis is to explore how public actors who operate and
participate in regulatory sandboxes legitimize these experiments. This exploration
is conducted through interviews with participants and a review of relevant
documents. Drawing from the research fields of experimental governance and
democratic legitimacy, a theoretical framework is constructed to investigate how
regulatory sandboxes relate to traditional decision-making processes, expert
knowledge, and citizen and interest group participation and cocreation.
The main findings of the thesis indicate that regulatory sandboxes are largely
legitimized through democratic support and knowledge acquisition. To a lesser
extent, they are legitimized based on their capacity to implement new
technologies. Finally, despite the high prioritization of societal support, no
processes were found to incorporate citizens and interest groups into the
