- Abstract
- This thesis conducts a critical discourse analysis to explore the transformation and securitization of the discourse surrounding the role of the private sector in Sweden's civil preparedness and total defense strategy, particularly in the wake of the COVID-19 pandemic. The research critically examines how the narrative regarding the private sector’s involvement has shifted from a peripheral role to a central element within national security strategies. Utilizing securitization theory alongside critical discourse analysis (CDA), the study describes the ways in which the private sector's involvement has been framed not only as necessary but also as an integral part of the national defense mechanism against existential threats.

The analysis reveals a significant discourse shift post-pandemic, highlighting an increased acknowledgment of the private sector's capabilities and its strategic importance. This shift is marked by explicit references to the private sector’s critical contributions to national resilience and security, a change from the vague and general mentions pre-pandemic. Furthermore, the study observes a strategic discursive practice that integrates the private sector more deeply into the security narrative, reflecting a broader institutional and ideological adjustment to Sweden's security and preparedness framework.
This thesis underscores the implications of these changes for policy-making and public-private cooperation in strengthening national security frameworks. The findings suggest that the pandemic has acted as a catalyst, accelerating the securitization of the private sector within Sweden's civil defense, thereby reshaping public and political perceptions towards a more inclusive and integrated approach to national security.
