Abstract
Family centers have undergone a strong expansion for families with children in Sweden and represent a large part of the health promotion and prevention work. At the same time, difficulties are described in reaching target groups such as foreign-born parents, parents with a lack of trust in social services, parents with mental illness, or disabilities, and co-parents. Family centers have undergone a strong expansion for families with children in Sweden and represent a large part of the health promotion and prevention work. At the same time, difficulties are described in reaching target groups such as foreign-born parents, parents with a lack of trust in social services, parents with mental illness, or disabilities, and co-parents. The purpose of this study was therefore to explore why centers work well for some families, but not for all. As well as investigating what contributed to a welfare solution such as Family centers being established and becoming a stable actor in society, even though it does not reach their full potential. The method chosen has been to construct a normative/descriptive program theory for the collaboration model Familycenter, supplemented with an investigation of how the collaboration model is practiced empirically through a qualitative research method. Through idea analysis, it was investigated which ideas contributed to Family centers being established and becoming stable players in society. The reconstruction of the normative program theory identified promoting- and obstructing mechanisms that influence participation and the study found that interprofessional work triggers an added value mechanism that generates expanded knowledge and increased trust that spills over to the visitors and promotes participation. The study also found obstructing mechanisms such as the organizational protection mechanism in the financial management system (NPM), which prevents the added value mechanism from triggering. This study has therefore tried to highlight the importance of critical reflection on ideas, mechanisms, and values in the design of business programs. (Less)
