Abstract
This study explores the description of underage children in criminal gangs, and how they’re depicted as either victims’ or perpetrators’ within documents that regulate Swedish authorities that work with children in criminal gangs; the Justice Department and the Government, Socialstyrelsen, the Police Department, Brottsförebyggande rådet (BRÅ), Statens beredning för medicinsk och social utveckling (SBU). Further on, the study applies a qualitative thematic textanalysis to analyze how children are depicted by applying the theories “The Ideal and Non-Ideal Victim”, “The punitive turn” and “Moral Individualism”. This study explores the description of underage children in criminal gangs, and how they’re depicted as either victims’ or perpetrators’ within documents that regulate Swedish authorities that work with children in criminal gangs; the Justice Department and the Government, Socialstyrelsen, the Police Department, Brottsförebyggande rådet (BRÅ), Statens beredning för medicinsk och social utveckling (SBU). Further on, the study applies a qualitative thematic textanalysis to analyze how children are depicted by applying the theories “The Ideal and Non-Ideal Victim”, “The punitive turn” and “Moral Individualism”. In regard to this, the study shows how the authorities use specific attributes and traits that they ascribe to certain individuals and groups, often found in socioeconomically vulnerable areas. The authorities create descriptions of victims’ and perpetrators’ that are based on stereotypical categorizations of behavior and personality traits, which contributes to a moralization of these individuals. Through the descriptions of morally corrupt individuals, the authorities individualize criminal behavior and motivates a punitive logic of solving crimes, instead of looking at structural causes to prevent crimes. Therefore, the study contributes to reflections of how preventative work with children in criminal gangs could be constructed in a society where a punitive logic has a big influence. (Less)
