Abstract
This paper aims to investigate the policies in two documents from the National Board of Social Affairs and Health regarding healthcare for transgender youth and people with intersex variations. Using Bacchis method of analysis ”What's the problem represented to be?” as well as Michel Foucault's theory of biopower and Judith Butler’s theory of the heterosexual matrix, we examined the assumptions regarding norms, gender, and care that can be found in the policies. We then compared the two texts with each other to make visible the different discourses that have formed them. This paper aims to investigate the policies in two documents from the National Board of Social Affairs and Health regarding healthcare for transgender youth and people with intersex variations. Using Bacchis method of analysis ”What's the problem represented to be?” as well as Michel Foucault's theory of biopower and Judith Butler’s theory of the heterosexual matrix, we examined the assumptions regarding norms, gender, and care that can be found in the policies. We then compared the two texts with each other to make visible the different discourses that have formed them. The themes we found in the document which describe healthcare for people with intersex variations were autonomy versus parental rights, fertility, and hormones. The themes we found in the document about healthcare for young people with gender dysphoria were uncertainties, fertility, and risks with hormone therapy. We concluded that there are some similarities and some differences between the two policies. Both documents promote restricting access to hormone treatment and surgery for their target demographics. As the two groups have different needs and wishes, this can have very different consequences for transgender youth compared to young people with intersex variations. The relevance and implications of the study for social work are also discussed. (Less)
