- This thesis investigates the impact of the African Union's Digital Transformation
Strategy, published in 2020 amidst the backdrop of the COVID-19 pandemic, on the digital progress of African countries. To see the progress of African countries, this study introduces the Digital Transformation Fundamentals Index, covering institutional, social, infrastructural, and economic dimensions of the digitalisation phenomenon, aligned with the African Union's strategy. Analysing data from pre- and post-policy periods, the research reveals that African nations had already laid the groundwork for ICT integration before the pandemic, with a notable acceleration in digital infrastructure development following the policy implementation.
