Lock-in effekters påverkan på hyggesfritt skogsbruk vid Sveaskog och Metsähallitus

Abstract
Forestry in Fennoscandia is currently dominated by conventional rotation forestry, but an increased interest in continuous cover forestry (CCF) methods has been observed in both Finland and Sweden. The Finnish state-owned enterprise Metsähallitus has since a couple of years used CCF in 25% of their forests, and this paper aims to identify factors that could hinder or prove disadvantageous for Sveaskog, the Swedish counterpart, to do the same. Semi-structured interviews were performed with both Finnish and Swedish researchers, as well as representatives from Metsähallitus, Sveaskog and Skogsstyrelsen. Forestry in Fennoscandia is currently dominated by conventional rotation forestry, but an increased interest in continuous cover forestry (CCF) methods has been observed in both Finland and Sweden. The Finnish state-owned enterprise Metsähallitus has since a couple of years used CCF in 25% of their forests, and this paper aims to identify factors that could hinder or prove disadvantageous for Sveaskog, the Swedish counterpart, to do the same. Semi-structured interviews were performed with both Finnish and Swedish researchers, as well as representatives from Metsähallitus, Sveaskog and Skogsstyrelsen. These interviews were analysed using an abductive qualitative thematic analysis to identify themes correlating to different lock-in phenomena which could limit or hinder Sveaskog’s ability and willingness to implement more CCF in their forests.
The change in directive from the state seems to have contributed the most to the
increase of CCF in Metsähallitus’ forests according to several interviewees. This could
be the result of a multitude of factors, such as the Finnish popular initiative, more visible trusted researchers, or a weaker forestry industry. In contrast, Sveaskog has not yet received a change in directive from the Swedish state. This could be a consequence of education being dominated by a single university for a long time, or a stronger forest industry. Further research is thus essential to gain a better understanding of the effects of lock-in mechanisms within forestry. (Less)

För att undersöka detta intervjuades personer från Sveaskog, Metsähallitus (Finlands motsvarighet till Sveaskog och Naturvårdsverket), Skogsstyrelsen samt fyraforskare från finska och svenska universitet. Resultatet visar på att orsaken främst är en ändring i direktivet från finska staten, men att detta i sin tur har påverkats av Medborgarinitiativet i Finland samtidigt som man har fler inflytelserika forskare och en svagare skogsindustri. Dessa kan tillsammans med andra faktorer som identifieras i studien kombineras och på så vis motverka förändring av skogsbruket genom beteenden, existerande infrastrukturer eller kunskapsluckor. Vidare forskning inom området bör undersöka dessa lock-in strukturer djupare eftersom dessa mekanismer kan påverka skogens resiliens mot klimatförändringarna, men även hur väl Sverige kan motstå klimatförändringarna och hur ekosystemen ser ut i framtiden (Less)
