Abstract
Honor-related violence and oppression is a widely discussed phenomenon that occurs in cultures and societies all over the world. The aim of this study was to examine the complexities of applying legislation and official guidelines in addressing honor-related violence. Drawing upon the theoretical frameworks of street-level bureaucracy and legal pluralism, this study explored how professionals in social services worked with victims of honor-related violence. Honor-related violence and oppression is a widely discussed phenomenon that occurs in cultures and societies all over the world. The aim of this study was to examine the complexities of applying legislation and official guidelines in addressing honor-related violence. Drawing upon the theoretical frameworks of street-level bureaucracy and legal pluralism, this study explored how professionals in social services worked with victims of honor-related violence. The research employed a qualitative methodology, incorporating semi-structured interviews with professionals experienced in handling cases of honor-related violence. The analysis revealed varied interpretations and applications of the Swedish Social Services Act and the official guidelines set by the Swedish National Board of Social Affairs and Health reflecting an inconsistency between legislative intentions and practical enforcement. Key findings in this study indicated that professionals face significant challenges in their work with honor-related violence, which often results in inconsistent service delivery and potential errors. Furthermore, the study underscored the necessity for enhanced training and resources for professionals, advocating for a more integrated and informed approach to dealing with honor-related cases. By aligning more closely with realities regarding street-level bureaucracy as well as the multifaceted nature of honor, the work against honor-related violence can be improved in a way that protects and empowers victims.
