Understanding Civil Society-Policymaker Dynamics in Swedish Parliamentary Policy Processes: A Study in Light of a Change of Government

- Sweden is experiencing a decline in governmental funding to the CSOs. This research looks deeper into that relationship and investigates the dynamics between the two actors when it comes to policy processes. The decline in funds leads to the organizations having to prioritize their work, which risks a lowered democratic participation from these civil society experts in the political sphere. - Sweden is experiencing a decline in governmental funding to the CSOs. This research looks deeper into that relationship and investigates the dynamics between the two actors when it comes to policy processes. The decline in funds leads to the organizations having to prioritize their work, which risks a lowered democratic participation from these civil society experts in the political sphere. To better understand the existing dynamics a qualitative study has been conducted interviewing eight representatives from Swedish civil society organizations. Through a thematic analysis of the interviews based on the social constructivist theoretical framework presented in the paper, seven themes were found and discussed. The interviews intended to give the CSOs perspective on how valued they feel by the government and how they work with and towards the government. The Participants shared how this relationship has changed in Sweden since the 2022 governmental elections which elected a new right-wing government. The analysis showed that the dynamics indeed have changed and that it has done so in different layers. The participants experienced a harder time accessing the politicians and were excluded from the lists upon which the government sends out their policy referrals for comments (remisslistor) and other political processes they used to be a vital part of. They experienced a decrease in the possibility of influencing the policy processes and their opinions are no longer appreciated or heard. This exclusion is a new phenomena experienced since the shift of government. (Less)
