Abstract
Since the Swedish parliament decided to resume the total defense planning in 2015, we have
experienced a worldwide pandemic, war in the vicinity of Sweden, and an impending climate
crisis becoming increasingly urgent. These factors have put civil defense capabilities and the
Swedish population´s home preparedness high on the political agenda. How well-prepared are
we really if societal services fail to function?
The current recommendations state that individuals who can take care of themselves in
everyday life should also be able to do so in the event of a crisis where societal services are

experienced a worldwide pandemic, war in the vicinity of Sweden, and an impending climate
crisis becoming increasingly urgent. These factors have put civil defense capabilities and the
Swedish population´s home preparedness high on the political agenda. How well-prepared are
we really if societal services fail to function?
The current recommendations state that individuals who can take care of themselves in
everyday life should also be able to do so in the event of a crisis where societal services are
disrupted. Individuals should be able to manage without societal assistance for at least 7 days,
so that societal resources can be prioritized for those who need them the most.
Students is an interesting group to study in view of home preparedness since they are a generally
young with limited financial resources, and often live in confined places. Additionally, students
make up a significant portion of the population in cities where universities are central
institutions, as is the case of Lund. If a large part of the population cannot fend for themselves
in the event or a crisis, it could pose serious challenges for municipalities during crises.
This study has aimed to investigate the home preparedness capability of students at Lund
University in terms of how long students estimate they can manage without societal assistance
in a crisis. The study was conducted through a survey where questionnaires were distributed at
several of Lund University´s study locations. The results of the survey have shown that most
students estimate needing help earlier that the recommendations suggest.
To better understand student´s home preparedness, inhibiting and driving factors have also been
examined. The study indicates that the most motivating factors for individuals who have or plan
to strengthen their home preparedness are official demands from authorities, sense of civic duty,
and the feeling that the threat is more tangible than before. The results for individuals who have
not strengthened their home preparedness indicate that lack of money, time, and space, as well
as the feeling that home preparedness requires too much commitment, are significant reasons
for not taking any action to strengthen their home preparedness. A large group of respondents
also stated that a lack of knowledge on how to strengthen home preparedness has been
inhibiting. Accordingly, the study suggests that more targeted information and knowledgeenhancing efforts are needed and proposes different types of messages to motivate various kinds
of students to enhance their household preparedness. (Less)

Efter att den svenska riksdagen beslutade att återuppta totalförsvarsplaneringen år 2015 har vi
erfarit en världsomspännande pandemi, krig i Sveriges närområde samtidigt som en stundande
klimatkris blir alltmer akut. Dessa faktorer har gjort civilförsvarsförmågan och den svenska
befolkningens hemberedskap till en aktuell fråga. Hur väl förberedda är vi egentligen ifall
samhällets service slutar fungera?

Studenter är en intressant grupp att studera utifrån ett hemberedskapsperspektiv eftersom
studenter i allmänhet är unga med begränsade ekonomiska förhållanden och ofta bor på små
bostadsytor. Dessutom utgör studenter en betydande andel av befolkningen i städer där
universitet och högskolor utgör centrala verksamheter, vilket är fallet i Lunds kommun. Om det
skulle visa sig att stora delar av befolkningen inte kan klara sig själva i händelse av en kris, kan
det leda till utmaningar för kommuner vid kriser.
I denna studie har hemberedskapsförmågan för studenter vid Lunds universitet undersökts sett
till hur lång tid studenterna bedömer klara sig utan samhällets hjälp vid en kris. Undersökningen
har gjorts genom en enkätundersökning, där frågeformulär delats ut vid flera av Lunds
universitets studieplatser. Ett viktigt resultat från undersökningen är att majoriteten av
studenterna bedömer att de behöver hjälp tidigare än de rekommendationer som ges.
För att bättre kunna förstå studenternas hemberedskap har även hämmande och drivande
faktorer undersökts. Undersökningen visar att uppmaningar från samhället, känslan av
samhällsplikt och en mera påtaglig upplevelse av hot är de mest motiverande faktorerna för
personer som har eller planerar att stärka sin hemberedskap. Resultatet för personer som inte
har stärkt sin hemberedskap vittnar om att brist på pengar, tid och plats samt känslan av att
hemberedskap kräver för mycket engagemang varit betydande för att inte ha vidtagit några
hemberedskapshöjande åtgärder. En stor grupp svarar även att de saknar kunskap om hur de ska
göra för att stärka sin hemberedskap. Studien konstaterar därför att mer riktade informationsoch kunskapshöjande insatser behövs och ger även insikter om vilka sorts budskap som kan
motivera olika typer av studenter att stärka sin hemberedskapsförmåga. (Less)
