- The Swedish correctional system states that they are experiencing difficulties with overpopulation of inmates in their facilities, recruitment problems, and retaining personnel. These circumstances make it difficult for the federal executive administration to maintain the rule of law. Reports indicate that correctional officers are exposed to unauthorized influence, threats, and an untenable work environment. This study aims to explore the officers' conditions regarding how to manage unauthorized influence and how they experience that it affects their work in regards to legal certainty.

These circumstances make it difficult for the federal executive administration to maintain the rule of law. Reports indicate that correctional officers are exposed to unauthorized influence, threats, and an untenable work environment. This study aims to explore the officers' conditions regarding how to manage unauthorized influence and how they experience that it affects their work in regards to legal certainty.
The study was conducted using semi-structured interviews with correctional officers who work in Swedish high-security jails. The empirical material was then analyzed by using Lipsky's theory on street-level bureaucrats and Goffman's theory on total institutions, as well as previous research.
Results showed that prison officers experience extensive amounts of unauthorized influence from clients and that they face difficulties managing their work due to lacking resources within the organization. Education regarding how to interpret and handle unauthorized influence was deemed insufficient. Shortage of staff and limited time affect the officers’ ability to perform assignments, including those beyond practical ones, to the extent they desire. Furthermore, the new correctional officers were subjected to more unauthorized influence than their adept peers. Through analyzing the material from a theoretical standpoint it became clear that correctional officers lack favorable conditions, where absence of resources affect their ability to manage unauthorized influence and maintain legal certainty.
